Albeit it is a business, it is still a residential property and as long as operators register with the City of Toronto and remit 6% MAT on all rentals it is still legal.

For the reason of allowing in Toronto, I refer you to Chapter 547 Licensing and Registration of Short-Term Rentals by the City of Toronto.

With respect to zoning issues, I refer you to By-Law 613-2018 passed by the council of the City of Toronto.

This is rarely legal.

Why is it permitted at all (save and except within a portion of an owner-occupied property)?

Tax issues and non-compliance with zoning should have made this “disrupter” a non-starter.
